Request for Proposals (RFP) for Bahamas Government Digital Payment System Solution

This Request for Proposal (RFP) is issued by the Ministry of Finance (MoF) in collaboration with the Central Bank of The Bahamas, inviting all qualified bidders to submit technical and commercial proposals for the design, supply, implementation, and ongoing support of a Government Digital Payment System.

The Bank seeks a Bidder with a proven track record of delivering comparable services and solutions outlined within the RFP, a demonstrated understanding of the evolving payments landscape and the capacity to effectively manage project timelines, deliverables and implementation risks. Other factors that may contribute to the selection of a Bidder include, but are not limited to, total cost of ownership, service and support model, usability and scalability of the solution, and the degree of interoperability with existing government systems and third-party applications.

The Bank will award the contract based on a comprehensive evaluation of each proposal in accordance with the criteria, standards, and weightings identified in Section 5 of this RFP. Each bidder’s proposal will be evaluated as a complete solution, without limitation, including all hardware, software and services proposed, qualifications and experience of the bidder and any subcontractors, and overall cost.

All inquiries, interpretations, or requests for clarification regarding this RFP, whether administrative or technical, must be requested by email no later than the date specified in the Schedule of Events. Responses to all non-proprietary questions will be answered in writing and conveyed to all prospective bidders. Oral statements concerning the meaning or intent of the contents of this RFP, by any person, are not considered binding. Electronic copies of the proposal must be received on or before 14 August 2026, 4:00 pm EDT. Faxed, hard copy, or oral proposals will not be accepted and could result in disqualification.
