GFSR Countering Proliferation Financing Guidelines (Revised)

The Central Bank of The Bahamas (“the Central Bank”), as a member of the Group of Financial Services Regulators (“GFSR”), wishes to advise of the GFSR’s publication of the updated 2026 Guidelines on Countering Proliferation Financing Guidelines (“the Guidelines”).

Further to the 2018 Guidance Note on Proliferation and Proliferation Financing and the GFSR 2025 Countering Proliferation Guidelines, this revised edition incorporates two significant developments that directly affect how regulated persons identify, assess, and mitigate proliferation financing risks: 1) the re-application of United Nations sanctions on Iran; and 2) FATF's 2025 findings on Complex Proliferation Financing and sanctions evasion schemes.

The updated Guidelines are designed to promote a comprehensive understanding of proliferation financing risks among public and private sector stakeholders, with the aim to assist in the identification, assessment, mitigation of proliferation risks; and effective implementation of proliferation obligations.

This revised edition further incorporates the Anti-Terrorism (Amendment) Act, 2026, and sets out the GFSR's expectations for licensees and registrants in implementing and complying with its current legal requirements; and compliance in accordance the enhanced guidelines.

SFIs are required to review and incorporate the updated Guidelines into their risk management and compliance programs as a matter of urgency.
