REQUEST FOR PROPOSALS (RFP) for FAST PAYMENT SYSTEM (FPS) SOLUTION
The Central Bank of The Bahamas (the Bank) is requesting proposals from qualified firms to design, supply, implement and provide ongoing support for a Fast Payment System (FPS) solution.
In line with the Central Bank’s ongoing efforts to improve payments efficiency, through its broader Payments Systems Modernisation Initiative (PSMI), this project seeks to guide the implementation of a FPS solution that enables real-time payments in The Bahamas, on a continuous basis. The system should guarantee interoperability with existing payments and settlements platforms in The Bahamas, i.e., the Automated Clearing House (ACH), the Real Time Gross Settlement System (RTGS) and the Bahamas Central Bank Digital Currency (CBDC), SandDollar. The solution should also facilitate both direct and indirect participation from commercial banks, credit unions and other payment service institutions that operate in the domestic payments space.
To this end, the Bank intends to partner with a qualified and experienced firm with a proven track record of delivering the services outlined in the RFP.
The Bank reserves the right to accept or reject any and all bids. Proposals will not be accepted after the due date and time, and will not be accepted via facsimile, hardcopy or oral presentation.
An electronic copy of the bid must be emailed to [email protected] on or before 4:00 PM (EDT) on 19 December 2025. Questions related to the RFP must be submitted by 30 November 2025. Bids and questions can be sent to the attention of:
